This is to allow the goals area to be categorised in a similar way as is possible on the timeline. Categories can be created and re-ordered and will appear to users as options within a dropdown when they click on their goals tab in the navigation bar.

When accessing a category they are taken to their list of goals only showing those created with the event types specified in that category. In this way you are able to provide different areas for your users to access 'curriculum', 'PDP' etc.
